Open public data is a key innovation area with the potential to stimulate 2Seas regional economy and promote the delivery of smart public services. Open public data is estimated to have €300B of unlocked value (EU, 2015). Being both data suppliers and users, cities are ideally positioned as launching customers for innovative products and services.
SCIFI aims to activate the market for innovative solutions to improve public service delivery using data. Cities collaborate on identifying shared challenges in mobility, energy and environment. They jointly explore innovative procurement methods to work with businesses in developing data-based solutions, implementing them in living labs, and demonstrating the value of opening data.
City partners within SCIFI are Mechelen (B), Bruges (B), Saint-Quentin (F) and Delft (NL). Other partners within SCIFI are the business support organisations Cambridge Cleantech (UK), Faubourg Numérique (F) and Agoria (B) and Southamption University (UK). City clusters within the countries of the 2seas area are following the pilots within the city partners and are interested in replicating successful project.
By acting together, medium-sized cities can better pool the innovative potential of the 2 Seas region. Through a network of local and transnational actors, SCIFI increases the growth potential for regional businesses, leverages the world-class knowledge institutions in the region, and provides cities wider access to innovative products and services.
The consortium will publish available and relevant data based upon an open data guidance package for cities and on the SCIFI Data Portal to provide organisations with a federated entry point to SCIFI data and IoT ressources. That is, in the publication of data they will take into account similar standards, for example for metadata, and publish their data not only at their local platforms but also on the SCIFI Data Portal to increase the technical simplicity and as a result the attractivity for solution providers (one way to publish/subscribe IoT topics). Interoperability of the solutions is key within the SCIFI approach.
